Rafael Advanced Defense Systems

Rafael is an Israeli government company that designs and manufactures air defence interceptors, guided missiles, loitering munitions, active protection systems, directed energy weapons, and electronic warfare equipment. It began as the state’s weapons research authority in 1948 and was incorporated as a government-owned company in 2002. It is one of Israel’s three large defence exporters alongside Elbit Systems and Israel Aerospace Industries, and its output is unusually skewed towards interceptors and precision effectors rather than platforms.

Key Systems

  • Iron Dome — short-range air defence against rockets, artillery, and drones, in Israeli service and bought by the US Army.
  • Iron Beam — a roughly 100 kW class high-power laser interceptor. Rafael delivered the first operational system to the Israeli Ministry of Defense on 28 December 2025; Israel describes it as the first fielded laser air defence system of its kind. Rafael says it has intercepted rockets, mortars, and UAVs in testing.
  • Spike — a family of guided missiles spanning man-portable to naval and helicopter-launched variants, widely exported across NATO members.
  • Trophy — an active protection system fitted to Merkava tanks and US Abrams.
  • Drone Dome — a counter-UAS system pairing radar and electro-optics with jamming or a laser effector.
  • Harop — a loitering munition for suppression of enemy air defences, used in the 2020 Nagorno-Karabakh conflict.

Ownership and Financial Position

Rafael is wholly owned by the State of Israel and reports annually rather than quarterly. For 2025 it reported sales of $6.8 billion, the first year above $6 billion, with 46 per cent of sales to international customers; net profit of $423 million, its first year above $400 million; new orders of $10.4 billion against $8.3 billion in 2024; and a year-end order backlog of $23.3 billion, about 3.3 years of sales.

That ownership may not last in its current form. Israel’s Government Companies Authority has signalled an intention to sell an initial 25 to 30 per cent of Rafael, with reported valuations in the NIS 60–70 billion range (roughly $20 billion and above). The process is not settled: the Ministry of Finance has objected to a private placement structure, and the Defence Ministry’s security directorate reopened a review of the flotation because of the classified nature of parts of the business. Treat any Rafael listing as proposed, not scheduled.

Why It Matters

Rafael’s air defence portfolio is among the most heavily used in combat anywhere, which is why European and Asian buyers keep arriving — the record backlog is the clearest evidence of that. Iron Beam matters specifically for the drone problem: kinetic interceptors cost far more per shot than the targets they destroy, and a laser layer is the first credible answer to saturation attacks by cheap airframes, though its practical effectiveness in weather and against massed salvos remains to be demonstrated in service. The privatisation question is the live risk. A company whose products are national security assets is a hard thing to float, and the security review shows the state has not decided how much of Rafael it is willing to sell.
